e.g. 4/5百个工人 → 给工人加一些bonus if they complete the required work
提高了效率和工人待遇，而且140人就能完成既定工作

PR反映工作效率，<1为低效率worker，>1为高效
Standard Time (ST) =
AF: allowance factor 津贴系数

不同工作对应不同津贴系数
 
不能用于所有工作，例如成果评价而非观察评价
霍桑效应（督促就好好干，不观察就不好好干），不一定能够观察到准确数据
